The basis for calculations regarding dearness allowance involves the All India Consumer Price Index (AICPIN). Accordingly, this index concentrates on how consumer goods and services prices vary in favor of the worker. Consequently, the dearness allowance is calculated based on changes in price levels. So here, it is necessary to mention that the government changed the base year of AICPIN in 2020, going from 2001 to 2016, thus ensuring much more accurate computation of dearness allowance. In 2025, revising dearness allowance rates took place while using AICPIN data in January and July.
Calculation Method For Dearness Allowance
The average of the AICPIN of the last 12 months is taken for calculating the Dearness Allowance. The average number is divided by 261.42 and then multiplied by 100. The percent obtained is rounded up to the nearest whole integer for fixing the rate of Dearness Allowance. For example, the 56 percent rate for Dearness Allowance, which has been determined on the basis of the last 12 months’ AICPIN data, has been fixed as applicable for January 2025.
Effect Of Increase In Dearness Allowance
An increase in Dearness Allowances means additional financial help for government employees, pensioners, and retirees. This increase flows directly into the cash allowance part of the salary and pension to improve their purchasing power. For instance, an employee drawing a basic pay of ₹18,000 will receive an extra ₹10,080 on account of 56% Dearness Allowance.
Future Prospects
Improvement in calculation of Dearness Allowance and use of updated data of AICPIN makes it more accurate and effective. After the implementation of the 8th Pay Commission, the possibility of merging Dearness Allowance into the Basic Pay is also being discussed. This move can bring a big change in the salary structure of employees and better their financial life.
